Obtaining Working Papers

Anyone under the age of 18 in Connecticut must obtain Working Papers before starting employment. Students wishing to obtain Working Papers must appear in person at the Enfield High School Welcome Center.

Please note:  Working Papers are issued only in the state where the student will be employed.

Current Enfield High School student: can use official school records, you must bring the original Promise of Employment letter from your prospective Connecticut employer (no images or emails) and your student id to the Welcome Center.

Non-Enfield High School students and out of state students: must bring the original Promise of Employment letter from their prospective Connecticut employer (no images or emails), a student confirmation letter/transcript from your school counseling office and proof of identification, which includes an original birth certificate, driver's license, learners permit, passport or a State-issued identification.

Durning the school year the Welcome Center can process Working Papers between 9:30am and 1:30pm. Due to summer hours, please call ahead to ensure adequate staffing is on hand.     Enfield High School Welcome Center (860)763-8895

Please review the checklist below from the Connecticut Department of Labor regarding requirements for obtaining working papers:

  • Are you at least 16 years old (15 years old for retail establishments during vacation weeks)?
  • Do you have an employer's written Promise of Employment?
  • Do you have proof of age, such as a birth certificate, baptismal certificate or passport?
  • Do you have your Social Security card?
  • Is the job permitted for your age according to Connecticut's laws/regulations?
  • Is the industry permitted for your age according to Connecticut's laws/regulations?
  • Are the time and hours of work permitted by law?

Steps in Obtaining Working Papers for Minors:

  1. The minor interviews for and receives an offer of employment.
  2. The employer provides a Promise of Employment letter.
  3. The minor provides the Promise of Employment letter and proof of age to the superintendent’s designee.
  4. The designee reviews the letter for completeness and the job to make sure it is allowable.
  5. If all is in order, the designee issues the Working Papers.
  6. The minor provides the Working Papers to the employer.
  7. The employer keeps the Working Papers on file until 2 years after the minor turns 18.
